Adoption & Foster Care Recruitment Program (AFCRP)

The philosophy of Foster-to-Adopt homes is to attempt to ensure children’s permanency in a family; with the least number of moves. A Child’s need for permanency requires that the options of returning home and Adoption be considered simultaneously, not sequentially.

Foster-to-Adopt homes are approved Foster homes with a view to Adopt. These families function as Foster homes prior to Adopting. (See Foster Care)

Every effort is made to ensure that only children with a high probability of becoming permanent wards of the government are placed in Foster-to-Adopt homes, however there is no guarantee that an adoption will take place.

Foster-to-Adopt families must be willing to make a long-term commitment to the child through Adoption, if the child cannot return to his or her family of origin. If conditions exist that make it impossible for bonding to take place between the child and the family, then completion of the Adoption will be reviewed.
